Property Registration Costs in Turkey in 2025

In 2025, the Turkish real estate market has undergone changes, including in terms of costs associated with the execution of transactions. Below are the main cost items when buying.

Registration of TAPU (certificate of ownership):

  • State duty - 4% of the cadastral value of the property. It is important to note that the cadastral value is often lower than the market value, but changes are possible in 2025.
  • Contribution to the cadastral office (Döner Sermaye):

        - 9,092 TL (if one of the parties to the transaction is a foreigner)

        - 14,635 TL (if both parties are foreigners)

  • Services of a sworn translator - 100 euros (mandatory for foreign buyers).
  • DASK insurance (protection against natural disasters) — from 650 TL (the cost depends on the area and age of the building).
  • DAB - Doviz Alim Belgesi certificate (currency exchange certificate) — from 400 euros (depending on the bank and the exchange rate).
  • Certificate from the municipality (Emlak beyan değeri):

        - 400 TL (if the seller is a Turkish citizen)

        - 2,800 TL (if the seller is a foreigner)

  • Notification of change of ownership — 2,800 TL.
  • ​​Additional possible expenses:

        - Opening an account in a Turkish bank — 7,000 TL.

        - Notarized power of attorney (for remote purchase) — from 11,000 TL.

Registration of ISKAN (technical passport):

When buying a new building, it is necessary to register an ISKAN - a document confirming the suitability of the building for operation. In some cases, the developer takes on these costs, but sometimes shifts them to the buyer, so it is important to record this point in the contract. The cost depends on the region and the characteristics of the property. ISKAN is necessary for connecting utilities.

Registration of subscribers to utilities:

- Water supply: 9,110 TL (if there is no residence permit). If you have a residence permit, the cost is lower, but an additional 1,225 TL is charged. The price depends on the type of housing (new building or secondary).

- Electricity supply: from 1,300 TL.

Total cost of registration
